Water Insecurity

“Water water everywhere ,Nor a drop to drink”  from the Rime of the Ancient Mariner is an adequate description to the water insecurity that is threatening the world as a whole but that is a practical certainty for the countries of the Middle East and North Africa.  It is true that many an Arab country is blessed with an excess of Black Gold but the serious scarcity of fresh water availability could make Blue Gold much more important in determining the future of these lands.

Fresh water scarcity is a global problem but in some regions it is much more severe than others. The Middle East and North Africa are classified by the United Nations as the ones with the most water insecurity in the world. Although 75 % of the surface of the planet is water only 2.5% of that is fresh water and ¾ of that is not available since it is frozen icebergs. What is left is less than 1 % of the volume of water and even that 1% is not totally available since some of it is hard to get to and others are just soil dampness. What is important is to note that the amount of fresh water availability is fixed but it is, like most other resources, not evenly distributed. Many regions in the world have access to over 12000 cubic meters per capita per year while others have only a few hundred. Actually, the United Nations considers countries with 500 cubic meters of water per capita per year to be suffering of absolute water insecurity.

Unfortunately, many Arab states are already there, such as Kuwait, UAE, Qatar and Gaza. Furthermore it is estimated that the first world capital to run out of water will be Sana’a by 2020. Water availability is so scarce in MENA that the FAO projects that by 2025 17 Arab states will have to be classified under “scarce water supplies”. In order to put this in perspective the average water availability/consumption the typical Arab will be just 700 cubic meters per year when the global average is ten times as high in availability and 3-4 times in consumption. The situation for the most essential resource for life is so critical in MENA that less than 0.5% of the renewable water resources are in this region of the world. The stability of the water resources is even more acute if one is to remember that 75% of the water in this region originates from outside its political boundaries.

Given the expected increase in population in the region in addition to climate change and its attendant increased demand for water for irrigation the availability of water will be halved by 2050 which will imply severe water insecurity for the whole region. Whether these expected shortages translate into political instability and water wars is a potential outcome that needs to be taken seriously. That is at least one reason that calls for a major highly coordinated effort by all the countries to invest heavily in water infrastructure including modern irrigation techniques.

Lebanon is in a slightly better position than the average Arab country but definitely not in an enviable position of any water excesses. The best that can be said about the Lebanese situation is that it is less severe than Jordan, and the GCC to name a few. Estimates of water availability in Lebanon are rough and they vary between a conservative estimate of 2200 million cubic meters per year and almost 4000 million cubic meters of fresh water per year. As it is clear even the upper estimate provides each of the 4.5 million Lebanese only about 900 cubic meters per year. Lebanon is expected to be consuming just about 3000 million cubic meters of water by 2015. As the above figure makes it clear that would then imply that Lebanon needs huge investments in the next few years in order to gather a lot of this water that is wasted every year by flowing into the sea.

More than half of the water usage in Lebanon is needed for irrigation while about 30% goes for domestic uses. The remainder is used by industry.

The warning by Minister Gibran Basil about the impending water crisis in Lebanon must be taken very seriously. Arguably the crisis has already begun and is visible from the constant failure of the water authorities to deliver adequate amounts of water to its clients. One reason is the antiquated infrastructure and another is the lack of awareness to conserve this most precious of resources.  Lebanon cannot afford not to construct a series of dams and to build a modern facility to supply Beirut, where half of the Lebanese reside, with the estimated 250 million cubic meters of water that it needs while it is currently getting less than half of that amount.  It is also hoped that the impending water shortages will impel the Lebanese government to adopt a meaningful population policy.  Lebanon is simply beyond its physical carrying capacity.

    For the time being, Gulf Arabs are still resorting to deslalination of sea water to fresh water.

    Naturally, this entire process requires great amount of energy.
    It is interesting to know what would these countries do in the coming decade or two when their populations further increases from current levels and worth when their fossil fuels start to diminish.
    As we can see Gulf Arabs and most North African states are living in an unsustainable path.

    On the other hand, Lebanon is slightly in a better position than these countries, but as you mentioned it needs to build many new dams in order to satisfy the needs of the general populations.
    My understanding is that, however, this would also be not enough from averting a major water crisis.
    The core problem lies in the lack of water management. The activity of planning, developing, distributing, managing, and optimum use of water resources under defind water policies and regulations.
    Management of Water must be divided into categories.
    Management of water treatment of drinking water, sewage or wastewater.
    Management of water resources.
    Management of Irrigation.
    Management of Water table.

    Finally, Mr. Karam one thing is for certain is that water crisis deepens further Lebanon’s rural-urban rift. In addition, the massive migration to the cities and towns and rapid urbanization will only exaserbate even further the demand for water and polution.

    No matter what Lebanon does, if the population is not brought under control then all is for naught. Fresh water is a constant quantity while population so far is increasing. This by itself will assure less and less water availability per capita. And of course to build the dams and not adopt new irrigation techniques and efficient water distribution and waste treatment facilities will not accomplish much either. Actually excessive irrigation and improper land usage result in desertification and land salinity.

    Mr. Karam,

    Many years ago as we all know China adopted their famous 1 child policy to curb their growing population.

    I think a similar policy must be implemented in the Middle East although the idea in itself might sound absurd but this is the only way to save the nations from overpopulation crisis.

    Child quota must be reduced to 2 for all countries who are believed to be carrying over capacity this also includes Lebanon.

    In the physical world there are natural laws that cannot be violated without paying a price. Exceeding the carrying capacity of any system is such a case. If we fail to take measures to live within our carrying capacity then nature will take these measures for us and we will not like them a bit.

    Sebouh you are right but you know how long will it take those illiterate people, also irrisponsible ones to understand this issue and use protection to avoid having excessive children that they can not take care and throw them on the streets to beg or sell Chiclets, I am with you any suggestions people on this site as to how to change things around.     Rafic, This is an age old problem that so many have tried to deal with. I strongly believe that ultimately there is only one solution, the one introduced by Garret Hardin . He called his solution “mutual coercion mutually agreed upon” which simply means that every female gets coupons for two deliveries. She is free to use them or sell them to the highest bidder. At a first look this sounds very harsh but when you think about it then you find out that it is not any different from speed limits or banning smoking.

    Prophet, Water has already played a role in 1967 and will play a role on the Golan and on the West bank. Water scarcity with a growing population is a recipe for disaster especially if the population is to become better off materially. More food requires more irrigation and more domestic consumption.

    It is for society to decide on the penalty. That is the meaning of the phrase “mutual coercion mutually agreed upon”. Example, you might not like to wear a helmet while on a motorcycle but society has decided that if you do not wear a helmet then you will be fined.
    In a world with few home deliveries one can make it very difficult to obtain a hospital delivery or maybe even withhold free schooling. That is already done in Singapore. The idea is to make the potential parent aware of the tremendous cost associated with a new born.

    I have a feeling that I know who you are:-) but what is important is the total lacvk of consistency in your posts. Can you ever make up your mind. IUn your previous post you make fun of the efforts to limit population growth by speaking of a world conspiracy but in your second post you quote The Club of Rome who are essentially saying that all our environmental problems are brought about by excess population. So which is it that you are advocating?

    Obviously I cannot speak for the Israelis but I think that they would be willing to settle for a comprehensive peace and import the water from Turkey. It is also important to remember that Israel is a world leader in efficient modern irrigation techniques and might be the only country in the world that has stopped , at least for the time being, desertification. I am not suggesting that they do not need water, of course they do but I think that their needs are slightly tempered by their better infrastructure and irrigation. I am counting on the fact that the Litani will stay totally in Lebanese hands. Many people in Lebanon do not appreciate the Litani but many geographers claim that the Litani to Lebanon is almost the same as the Nile is to Egypt.

    Fed up I’m amazed. On the Borobudur temple built more than 1000 years ago there are Buddhist teachings telling the parents to hav 2 children in order to preserve wealth of the family and health of nature.
    In the 1990ies the indonesian governement launched a … 2 child family campaign … wonder why!

    Don’t get me wrong, I’m not for a global government implementing global laws telling everyone how to reproduce.

    The example you gave is excellent about the buddhist teachings, and it’s local government, local laws if they are accepted and made by an elected people, or accepted leaders.

    Every law should be made by local governments that represent the will of the people.

    I would urge you to answer your own question as to why indonesia implemented the laws now and not centuries ago, do you think it could have to do with pressure and funding and grants by the Global infrastructure that is already in place.

    You mentioned the ancient Buddhist stone carvings being the reason Indonesia implemented the 2 child policy, maybe you are right but I think you will find it most likely that the powefull group who is behind the Georgia Guidestones is most likely responsible for Indonesia and most countries that are now considering these policies.

    I would not mind being part of a conspiracy to save the planet.
    Don’t just make all sorts of accusations because you do not believe that what some are preaching is correct. If you feel that this beleagered planet can support an additional 7 billion people at the Western life style then just say so. In that case I will have to ask you to explain where the food, energy, water etc… are going to come from.
    Get a fuish tank and put in it some fish. Pretty soon the number of fish that the fish tank can support will be reached . The same is true of th eearth. It has a carrying capacity and all signs point to the fact that this carrying capacity has been overshot.

    For example, British Petroleum and Royal Dutch Shell are the main funders of the carbon tax scheme. Do you think they have the planets best interest in mind, or could they possibly be pushing a carbon tax to line their pockets?

    I think everyone around the globe has now heard of the “Climate Gate” scandal.

    For those who missed the most important fraudulent event in modern history, here’s the scoop:

    November 2009, a hacker broke into the computers at the University of East Anglia’s Climate Research Unit (aka CRU, the UN’s main research institute on climate data) and released 61 megabytes of confidential files onto the internet.

    These email and files prove the climatologists involved commited conspiracy, collusion in exaggerating warming data, possibly illegal destruction of embarrassing information, organised resistance to disclosure, manipulation of data, private admissions of flaws in their public claims, harrasment of scientists who debated them and much more.

    So although we need to save our planet from destruction, we need to be careful in who we put in charge of doing that.

    Do we want big corporations, and petroleum magnates and an unelected global government?

    Or do we want a grassroots, lcal effort, undertaken by each nation and region, and acting upon the needs of each group of people around the globe?

    Finally I want say to all of you that I respect your opinions, and I hope we can continue with this open debate, as it is an important topic.

    Last thing I want to post is an example.

    I will use the globe’s largest continent, Africa as the example, as i have spent over 10 years living there and I travel to many countries from east , South to West Africa on a yearly basis.

    You see Africa is poverty and drought stricken, and most importantly, also worst of all, is de-industrialized for the most part.

    Of course there are some cities in Africa that rival in technology even the most advanced western city, however for the most part it is de-industrialized.

    What this means is that there are countless villages that have access to water, but that water is filthy and not potable, nor usable for farming.

    This causes the surrounding villages to live in starvation, thirst and poverty ( because they cannot grow food nor sell it.)

    A small shipment of solar panels and wind turbines, combined with the most basic ( and inexpensive ) water filtration plant, can within weeks change a starving village into a thriving village.

    So where there was too many people fighting for a small amont of filtered water and food, modern technology, and human igenuity has transformed into a village where there is more than enough for everyone.

    One can easily say “well that village is overpopulated” and “there are not enough resources for those overproducing Africans”, or one can use one’s mind, heart and resources to make a change for the better and help our fellow human.

    Unfortunately Africa, as an example, has not been permitted the change to industrialize, and now it’s so even in the name of “environmentalism”. The excuse is presented that if Africa industrialized, it would pollute the planet.

    This logic is backwards if you think about it.

    Ghassan, although I appreciate your response, I would urge you to read my posts. I have not said there is a conspiracy to save the planet, the conspiracy is in plain view, and it is in their own words that a small group of corporate leaders have planned to control a monopoly over the planet’s resources. They have clearly themselves stated that they have decide to use fear mongering and making humanity the enemy in order for the global population to hand over control of it’s resources to them, all inthe name of environmentalism. At the same time many of these leaders are Eugenecists and believe that culling the global population, like a culling of a herd of sheep is the way to keep a racially clean population.

    Unfortunately it’s all too real,all conspiracy fact rather than theory. Lets look at which countries are war, and famine ravaged, it’s certainely not the Anglo-American countries where these elites reside now is it?

    Your capacity to twist things and to subscribe to conspiracy theories is nothing short of astounding.
    Africa is the poorest of the continents on a per capita basis using practically any metric that you can think of and yet its population is growing at the fastest rate of any other continenet. African cannot feed itself, provide jobs for its population, provide health care , social security, clean water, access to education, … and the last thing that it needs is more people since that can only mean more misery, more hunger, more malnutrition, more wars, more desrtification…
    Any organization that can play a role in reducing the fertility rate in Africa will be doing evryone a favour. Actually it is the moral duty not to give birth to children when the means of providing them with the basics of life are not assured.
    All the organizations that you like to portray as evil are nothing except humanitarian organizations that are trying to accomplish some good in the world. Unfortunately no organization has succeeded since the world is still growing by adding over 60 million new mouths to feed every year.
    The idea for birth control is not new. It goes back at least to Malthus who showed convincingly that if population is to grow at a geometric rate then it will outstrip our capacity to grow food or take care of the bulging populations.

    As to the idea of Al Gore , you seem again so obsessed with the notion of an international conspiracy that you loose the ability to think rationally. Why would oil companies be interested in promoting a carbon tax? Don’t make absurd statements. Another point that you sem to misunderstand is the term climate change and global warming. Climate change is a better scientific description of global warming. Global warming is a phenomenon that is not open to discussion by anyone. It is a scientific idea. All what it means is that as the sun rays travel to the earth then some will be captured . That is what happens in greenhouses and in cars sitting in the sun. The greater is the CO@ in the atmosphere then the more we capture of the heat. As more is captured then the effect is to play havoc with climate patterns all over the globe. So stop these silly attempts of assigning weird explanations and using pseadoscience. If you have a disagreement with the efforts to control the rate of growth of population then just say so and present evidence why more people are better to a state than less people but for heavens sake do make the silly claims that a group of four is plotting to control the world. At times I wish that there is such a group :-)
    If you don’t believe in climate change then say so and offer an explanation to what is the outcome of doubling the concentration of CO2 but don’t say that oil companies are interested in carbon tax when they are the ones that fight it tooth and nail.
    If the conspiracies that you keep talking about are so powerful and so pervassive then how come that they have not achieved any of their goals? Have you noticed that every single topic ever mentioned whether it is population, food, water, wars, sovereign debt, industrialization … you mange to find a conspiracy. Do you ever wonder why is it that very few people if any subscribe to these conspiracies of yours?

    May I take this oppertunity to update that:
    1. Israel does not need any morethe litani water or turkey water.
    2. Israel has built 5 deslalination projects and full water independence is planned to 2013. the energy comes from natural gas turbines.
    3.very strict water ration by price.
    4.giving tap limiters devices to every house to save 10%

    I wish that you will do the same.drill to find gas , finance the deslalination, and thats it

    First thank you for acknowledging that “Israel does not need any morethe litani water or turkey water.” stress on the key words does not need anymore” so it did need it at one point which does constitute a true threat to lebanon.

    Now to answer your post, Israel is trying to find water resources and is focusing on supply and not demand.
    Indeed, the ever growing israeli population, the expansion of israeli illegal settlements and the invitations that israel extends to jews who have nothing to do with the land of israel, to come and live there, well, very simply, increase hugely the demand for water.

    and according to the israeli foreign ministry website, the supply will always outshort the demand even well into 2020 and beyond.
